HISTORIC REHABILITATION & ADAPTIVE REUSE
W.H. ALLIS MANSION

The Sisters of Providence Health System is soliciting Development Proposals
from qualified parties interested in the acquisition and rehabilitation of
the former W.H. Allis mansion located at 233 Carew St., Springfield, MA
01104, on the campus of Mercy Medical Center.
The Allis Mansion is a three-story brick residence erected in 1867 in the
Second Empire style. The building was constructed as a private residence and
later served as a convent, a hospital ward, and a day care center.
The Allis Mansion has more than 11,000 sq. ft. of space on three full floors
plus a full basement. The building has been vacant for more than 10 years.
Environmental reports for the property are available for review and some
remediation has been accomplished.
The Allis Mansion is considered eligible for individual listing on the
National Register of Historic Places. Federal and state grants and/or tax
credits may be available to support the acquisition and rehabilitation of
the building. 2
Proposals submitted may address either or both options:
OPTION 1 - This option is to acquire the building outright through purchase
or long-term lease and to negotiate a long-term land lease of the parcel
with the commitment to restore and preserve the exterior and certain
interior features of the historic building according to the Secretary of the
Interior's Standards for Rehabilitation (36 CFR Part 67). This commitment is
intended to support the non-residential rehabilitation and adaptive reuse of
the historic building as approved by the Sisters of Providence Health System
and which use aligns with its mission and values. All proposed uses shall be
compatible with the Ethical and Religious Directives for Catholic Health
Care Services (Fifth Edition).
OPTION 2 - This option is to acquire ownership of the building only, remove
it from the hospital campus, and move it to a new location, again with the
commitment to restore and preserve the exterior and certain interior
features. This commitment encourages, but does not require, compliance with
the Secretary of the Interior's Standards.
PROPOSAL REVIEW AND PROPOSAL CONTENTS INFORMATION:
1. For either option, a proposal shall contain a cover letter including:
Respondent's contact information (name, address, phone and e-mail)
Signature of an authorized person
Description of direct and relevant experience in developing such properties,
to include photographs and references
2. Provide a sufficient narrative that describes your development plan.
State your intentions as to:
Type of proposed use
Intended user & anticipated parking requirements
Project approach
Project timetable
Evidence of financial commitment and capacity
3. For Option 1, the Sisters of Providence Health System may consider
conveying ownership of the building and lease of the property at minimal
cost dependent on the nature of the proposal received.
4. For Option 2, the Sisters of Providence Health System may consider
conveying ownership of the building at no cost provided the awarded party
accepts full cost and responsibility to completely remove the structure from
the property, remove the foundation, and fill the foundation hole within the
timeframe specified in their proposal.
5. A walk-through of the property is scheduled for Monday, March 11, 2013 at
1:00 p.m. Interested parties will have access to the building in order to
inspect the structure and staff will be on hand to answer questions. Please

6. The Sisters of Providence Health System will receive questions regarding
this RFP through March 18 and will provide written responses by March 21.

7. The Sisters of Providence Health System reserves the right to add to or
waive the requirements of the Request of Proposals, and to reject any or all
proposals received.
8. The deadline for submission of sealed Development Proposals will be 4:00
p.m. on Wednesday, April 3, 2013. A decision on responses to this RFP is
expected to be made by April 22, 2013.
