Salem assigns an existing staff person from Planning and Community Development to administer the Historical Commission. Duties include receiving applications and determining if they are complete, preparing and posting agendas/notices, attending meetings and taking minutes, maintaining the files, preparing annual reports (MHC and City), preparing writen decisions based on meeting votes, writing letters of support, sending enforcement letters as directed by the HisCom and acts is the main point of contact for the public and the person to interpret guidelines and regulations. There is probably more, but this is what I can think of.
For the current fiscal year, the City budget pays $9314 toward the staff person's salary, which includes $75.00 per meeting for the minutes. So if we have 22 meetings a year, there would be $1650 in stipend, with the remaining $7664 going toward the person's weekly salary (thereby reducing this person's salary cost from a different funding source). I can't really give you a rate per hour, because it depends on the person who is the assigned the job. I estimate that 3.5 hours/week (not counting minutes) are spent on HisCom duties. However, this can fluctuate depending on the number of applications we get, projects the Commission is commenting on, etc. Minutes, because they are paid by stipend, are done on the staff person's own time, not city time.
We have a population of approximately $41,500 and have approximately 600 total properties in our four historic districts.
