[MassHistPres] Local Historic District protection of sites and places

A town common is a place or site.  An attempt to build there in an LHD would be subject to review.

A mill pond is a place or site.  The effect of demolishing a dam, even if not in an LHD, that affected the mill pond in the LHD arguably would be subject to review.
