1.     Here are a couple of definitions.  I’m sure that they can be more fine-tuned.

3.     Place - area or portion of space: an area, position, or portion of space that somebody or something can occupy
4.     locality: a geographic locality, e.g. a town, country, or region
5.     square or street: a public square or short street with residences on it

1.     Site- place where something stands: an area or piece of land where something was, is, or will be located
2.     place of significant event: a place where something important happened
3.     position something: to locate something in a particular place or position

So, Boston Common is a place and possibly a site.  Where a statute is located within the common is a site.
Lexington Common is a place and a site (a place of a significant event).

Chapter 40C refers (in the section on its purpose) to "preservation and protection of the distinctive characteristics of buildings and places significant in the history of the commonwealth and its cities and towns or their architecture, and through the maintenance and improvement of settings for such buildings and places."

What is a place? I assume it is not a building. Can someone give me an example of a place?

Later, in a number of places, Chapter 40C refers to "buildings, structures or sites."

What is a site? I assume it is not a buiding or a structure. Can someone give me an example of a site?"
