The Concord Historical Commission, still recovering from defeat of our
substantially re-thought and redrafted demo delay bylaw at town meeting this
spring, would be interested in listening to everything that has been
suggested. Our concerns run the gamut from simplifying the language of the
bylaw itself, to public presentation of its application and significance, to
eventual application. I'm not sure we can offer any enlightening insights,
but perhaps we could attend as a case study?

Sorry to follow up a bit slowly on this, but we'd still love to host this.
I think that a session that covers the basics of how material should best be
prepared in advance of such a meeting, and following one, and then a fairly
open amount of time for questions would suffice. Our commission sees a
range of questions that truly run the gamut--procedural (our DDO allows a 15
day period after the hearing for the filing of a decision, but doing this
would seem to violate the open meeting law), to the substantive (how does
one substantively think through the idea of "significance" and "preferably
preserved".) Perhaps a handful of case studies would be a good way to do
it.

Hanover would be interested in participating in this discussion as well. One
question we are struggling with is how to be proactive with the demo delay
process. Our bylaw spells out specific steps that must be taken after a demo
permit is applied for, which means we come into the process very late, after
the owner already has decided to tear down the structure. We also get
inquiries from potential buyers of historic homes needing work, looking for
an opinion about whether "we're going to make them wait" for the delay
period. We're looking for ideas to make the process more user-friendly and
more useful as a preservation tool, not just a stop-gap measure that sends
people scrambling to see what they can do.
