I find that totally appropriate: we, as individuals, are free to 
exercise our rights of expression based on our values.

Collective or official action is somewhat more complex. I thought 
Amherst had found a very good method some years ago: our draft 
Development Modification Bylaw, designed to replace an older anti-sprawl 
Phased Growth Bylaw of a type ruled unconstitutional, sought to 
implement a wide variety of measures aimed at encouraging sustainable 
practices and development compatible with community character. The 
warrant article would, among other things, have instituted a point 
system that, in assessing projects and the latitude they were to be 
granted, gave developers "plus" points for good things such as historic 
preservation and sensitivity to the historic built environment, and 
"minus" points for teardowns, demolitions, and other destruction of or 
harm to same. (Our Planning staff, who are also on this listserve, could 
of course explain it more fully.)

Town Meeting did not give it the 2/3 majority necessary for passage in 
2010, but I very much hope our Planning Board will bring back a new 
version in the near future. It could be a very effective tool, alongside 
demolition delay (a good tool, though a limited one), and local historic 
districts (a more powerful tool, but harder to put in place).
