[MassHistPres] Alternate Members on Historical Commissions: Barnstable

Here in Barnstable we did choose to appoint an alternate member as soon as
the legislation changed. On our Commission, the alternate votes ONLY when
that vote is necessary to make a quorum. Our alternate does comment on any
issues before us. We are on our second alternate. Our first moved up to
regular status when we had a resignation, then we appointed a new alternate.
So far, it's working well for us.

Hello all,
Has any Massachusetts city or town historical commission established under
Mass General Law Chapter 40, section 8d, added voting by alternate members
under provisions effective April 2, 2014. (The state's online site includes
both the added text effective April 2, 2014 and also the older text prior to
the addition.) This addition provides for instanced where there isn't a
quorum of regular members for a vote. Has any Chapt. 40 sect. 8d commission
adopted or used this provision?

Hi Marcia,
The Cambridge Historical Commission is a combined historical and historic
district commission of 7 members and 3 alternates. Alternates are
designated to vote by the chair, when needed due to an absence or recusal of
a regular member.

Each of our 7 district resident members is an alternate for each of the
other 6 (other members are the same across the board). In addition members
of the historical commission are alternate members.
