[MassHistPres] Administrating Demolition Delay Bylaw

During the 13+ years the town of Chelmsford has administered it's Demolition Delay Bylaw we have never had to issue a fine.  Except for this one problem, we have managed to settle all conflicts with conversation. 
The Chelmsford Historical Commission according to the Bylaw will fine the individual(s) for the demolition of a structure over 75 years without notifying the Historical Commission or the Building Inspector.  
My questions are... Has any Community issued a fine under the Bylaw and were able to enforce the fine?
