[MassHistPres] Administrating Demolition Delay Bylaw

I would speak to the Building Commissioner first as he/she should be able to
apply a fine for demolition without a permit - also it has been my
understanding that the BC would have to apply the fine on behalf of the HC
(perhaps it is two fines).  You may want to check with Town Counsel on that
as well.

During the 13+ years the town of Chelmsford has administered it's Demolition
Delay Bylaw we have never had to issue a fine.  Except for this one problem,
we have managed to settle all conflicts with conversation. 
The Chelmsford Historical Commission according to the Bylaw will fine the
individual(s) for the demolition of a structure over 75 years without
notifying the Historical Commission or the Building Inspector.  
My questions are... Has any Community issued a fine under the Bylaw and were
able to enforce the fine?
