The Building Commissioner is also the Enforcement Officer in most communities.

Your Historical Commission should have a cooperative working relationship with the Building Commissioner in which he or she reviews and enforces the Certificate, which is also tied to a building permit.

Subject: [MassHistPres] Certificate Enforcement

I would appreciate knowing how other communities deal with non-compliance in historic districts.  I am specifically interested in how the conditions of a Certificate of Appropriateness are enforced and by whom when a property owner exceeds the scope of work approved, or does not comply with the conditions set forth in the certificate.  I'm asking about enforcement for both a project in progress, and a completed project.
