Brookline had a man who put up a plastic fence and over the course of several years adamantly refused to remove it alternately claiming illness and flaunting his esteemed position at a certain esteemed institution — always communication on its letterhead.  

Finally the building inspector imposed a $300/day fine which got his attention.

The building inspector can also withhold issuing a certificate of occupancy.
