[MassHistPres] Heritage Districts bylaw approved by Winchester Town Meeting

I am elated to report that the Winchester Town Meeting last night approved
a bylaw under the Home Rule Charter that establishes the Rangeley Park
Heritage District (the first Winchester preservation district) and provides
for the creation of other districts in Winchester. I can provide a copy of
the bylaw as adopted (and the map of the Rangeley district) to anyone who
would like to see them.
