[MassHistPres] Town owned historic buildings

The City of Waltham owns quite a few historic buildings throughout the city, however, there is a requirement put in place that the agreements and restrictions of the property be overseen by a third party, for example the Historical Commission, the Conservation Commission etc.

Hello,
    Are there other towns that are running up against a view point that says a town should not own any historic buildings.? If so, how have you overcome this or proceeded..?  Does this seem to be the majority opinion or only in my town?
