[MassHistPres] filingholes in histroic brick

In need of treatise/ technical bulletin/ specifications for correct procedure to fill screw holes in historic brick. Can find plenty of information on mortar repair but that's not our problem; the 28 holes are in the brick itself. 

They've already attempted repair with silicone. Is is ok or should it be drilled out? Color in inappropriate, too. See pix. Thoughts?
