Hi Nancy,
I have had the same question recently. I think this is becoming a pattern of trying to use the historic category for cleaning up ponds etc. I think this is a concerning development. Of course some ponds, may be of significant historical value. I found one such project in Ma. but the pond was part of a complete village type historic museum. I believe we are going to have to address this issue as funds for many other projects dry up and people are looking elsewhere. What are the guidelines for "historic bodies of water", how is a historic restriction held on the pond, and how are the guidelines from the department of the interior followed( A requirement for cpc funds granted in the historic category.) Usually these are projects for open space.
Anyone else experiencing this?

The funds would be used for the pond only, not the rest of the property, and the public would have access to the pond only. It has a long history of public use, but only because the previous family owned it for 150 years and welcomed people. Nothing official.
