[MassHistPres] Use of cpc funds questioned for National Register nomination papers preparation

Hello,
     I would be interested in knowing if others have received cpc funds to hire a consultant to prepare the papers for nomination to the National Register District  of Historic Places 
We have to answer our CPC who is questioning the ability to use the funds for this endeavor as it "doesn't actually preserve anything"  Despite a sample submission and our best information sharing we still need further documentation or supporting evidence. From what I can see CPC money has been used in other communities for preparation of these papers. Any information you might share with us would be appreciated.
