[MassHistPres] Use of cpc funds questioned for National Register nomination papers preparation

Dear Ms. Urbano:

The Town of Amherst has previously used and continues to use CPA funds to cover the cost of consultants to prepare NHR nominations and to conduct numerous other kinds of studies, including due diligence with respect to actions associated with historic properties.

Without studies such as historic building inventories, historic structures reports, NHR nominations, historic cemetery inventories and evaluations, and the like, there would be no opportunity to engage in direct physical preservation of a community's historic resources.  The process of direct physical preservation begins with and cannot proceed without studies of the resource--it is that due diligence and preparation that makes preservation possible.  Without that initial step, the Community Preservation Act would be a pointless exercise with respect to historic preservation.

Hello,
     I would be interested in knowing if others have received cpc funds to hire a consultant to prepare the papers for nomination to the National Register District  of Historic Places We have to answer our CPC who is questioning the ability to use the funds for this endeavor as it "doesn't actually preserve anything"  Despite a sample submission and our best information sharing we still need further documentation or supporting evidence. From what I can see CPC money has been used in other communities for preparation of these papers. Any information you might share with us would be appreciated.
