It's an interesting concept about having projects in the 5-year Capital Plan
that most Finance Committees have. Some raised this issue when recently
considering a huge$ amount to purchase a CR on a farm in our town - since I
chair the CPC I was intimately involved and when going to FinCom emphasized
the fact that CPA funds can only be spent on something that the CPC
recommends and that they cannot be used on many other projects that may be
in the queue such as a new library or a community center or a new roof on
the 20 year old school.....this is where a Community Preservation Plan comes
in handy in terms of the CPA queue that may look quite different from the
FinCom queue. I would try talking to FInCom about how you set your
priorities and what types of projects in capital plan could access CPA
funds.

Greetings everyone,
I am confused/concerned about the CPA process in my town. There are
several areas of concern, some of which we have discussed here. Most
recently Our CPC recommended a project for an abandoned 1871 schoolhouse.
The Board of selectmen also supported the project. The finance committee
would not support, and maintained we had jumped ahead of the QUEUE??? I was
wondering if other towns also go through the finance committee before town
meeting. My understanding is that CPA was created because towns weren't
spending money on the areas of Historic, Housing and Open Space. By sending
the CPC project to the finance committee does this not circumvent the spirit
of the purpose?
