In Hopkinton, I believe the finance committee ruling is advisory and is reported to the town at the annual meeting. The determination of what is on the warrant is made by the CPC committee.
Since the funds are independent of the general town budget, are required to be expended in each category (Historic, Housing and Open Space) and to be used at the discretion of the CPC subject to town meeting approval, I don't see where it is productive to have another town committee have jurisdiction which I believe is your point.

We in Whately would be interested in this answer as well. At least as of several years ago, I know the Finance Comm in Weston took no position on CPA project votes in the belief that the town had created the fund and the town should decide how best to spend the money.
