[MassHistPres] Alum treatment of ponds with funding from the historic category of CPC. Is this allowed?

Hello,
     Has anyone else experienced applications to CPC in the historic category for alum treatment of ponds. Harwich town officials are apparently proceeding in this direction and it was reported several towns have been able to to this. My concern here is in precedent setting . Also a Historic project last year was turned down which asked for $200,000 and supplied a complete business plan for the building. The asking amount for alum treatment for Hinckley's pond  is $500,000 from our historic category. I am very concerned and would love to hear from anyone that has knowledge regarding this. How do you  put a historic restriction on the pond, how does one rehab it according to department of the interior standards?
