[MassHistPres] CPA funds for fencing and gate to secure historic cemetery

The City of Quincy received CPA funding to restore an existing historic
fence and gate and replace an existing chain link fence. Since your proposed
fence would be used to protect a historic resource I believe it would be an
acceptable use of CPA funds.

Does anyone know of CPA funds being used to install a fence with a locking
gate around a cemetery? I am working on a grant application to begin
restoration of the Universalist Cemetery in Hyannis, MA. Because of its
location (tucked behind our Main Street church), the cemetery is used by
drug dealers and users and homeless people on a regular basis. In order to
protect and preserve any restoration work, and to prevent further vandalism,
we would like to be able to lock the cemetery at night. The fence would be
5-feet high spear top ornamental black aluminum on 2 sides of the cemetery.
The other 2 sides are enclosed by the L-shaped church buildings.

Fencing a cemetery to protect historic resources sound like an entirely
acceptable use of CPA funds. The Cambridge Historical Commission has for
many years received a regular annual appropriation of CPA funds for
headstone conservation in our historic cemetery in Harvard Square, where
there is always work to be done, and CPA funds have been used for a variety
of projects at our active municipal cemetery.
