[MassHistPres] de-leading a town owned property to be leased

All,

A Friday question.

The town of Dracut recently bought a 25 acre farm in Dracut using CPA funds. The Committee charged with the oversight of the farm is thinking of leasing out the main farmhouse, a 1730 residence, to a "curator" who will restore the property. This lease/license agreement would be similar to the State's Historic Curatorship program, where curators enter into a long term lease with the town in exchange for rehabilitation of the house.

My thinking is that the town will need to delead the property prior to putting out an RFP for the property. I just wondered if any other community has run into this issue and if so, what course has your community taken to address lead paint issues within the soon-to-be-leased structure.

Thanks for any insights,

Betsy Ware
