[MassHistPres] CPA projects, historic category and preservation restricitons.

Does anyone have knowledge of a Historic preservation restriction on a building that has received CPA funding for some partial Rehabilitation ?    More specifically, Funding was used to do a foundation on a historic  town owned schoolhouse.  In a sense the town invested  public money  for an interest in the building . . Is a restriction required when only part of the building is rehabbed. I am hoping to accomplish this restriction which has not been done  yet and then be able to proceed with more rehabilitation work but will need this restriction to prevent the town from demolishing.
