[MassHistPres] LHDs and Neighborhood Groups

Newton historically has had strong neighborhood groups that have done the
research to establish a local historic district – met with the Historical
Commission to express interest and offer to prepare draft preliminary study
reports and even do many Form-Bs documenting those properties in a proposed
area that had not been previously part of the historic assets inventory.  In
the past that information in the form of proper reports has been offered to
the Historical Commission that then would vote to accept, having been
apprised of the project throughout.
