[MassHistPres] LHDs and Neighborhood Groups

In Hingham, we have 10 LHDs. In most cases, we relied on residents of each affected area to circulate a supporting petition, on the theory that if those who lived there were OK with the notion, that nobody would rase an issue at Town Meeting. One time only, there were significant objections turned up at the petition-circulating stage, and we withdrew the nomination.
