There hasn't been much of a priority to fill those two vacant positions because the administration values new development far above historic preservation.

That’s one of several reasons why its good to have alternate members and to expect them to attend and participate in all meetings, except for voting.
Then, in the event of an absence, the chair gets to choose which present alternate votes for the missing member.
It is also a good training process -- and occasionally an intake weeding process.
Having said that, if possible one would like not to have cases (or perhaps criteria or perhaps such a board mix) giving rise to such close votes.
Hopefully they are very rare.
