[MassHistPres] State Property in Local Historic Districts

Hello all,
Framingham State University is preparing to purchase a building in Framingham's Centre Common Historic District. The Historic District Commission is concerned, as the state does not have to abide by local land use regulations, in this case Framingham's local historic district bylaw adopted under MGL Chapter 40C. Do other communities have experience working with the state in a local historic district? Have any communities made efforts to change the legislation so that the state must follow local historic district regulations?
