Newton has a rolling 50-year, construction-date trigger for demo review, with an 18-month delay imposed on National and State Register-listed and eligible properties, and a one-year delay imposed on historically significant structures.  'Historical significance' is defined in our ordinance as meeting one or more of five criteria.  Demolition delays apply to both full and partial demolitions, where warranted.  Last May, the City Council also approved a non-transferable ownership clause for historic properties on demo delay.  If ownership transfers within the delay timeframe, the delay restarts.  We too are always looking for ways to improve our program.

Salem would also be interested in responses from other communities about their experiences revising and expanding their demolition delay regulations.  The City currently has a six month demolition delay period.

Hello -

As a member of the Holyoke Historical Commission, I am writing to ask for assistance. We are beginning the process of revising our demolition delay ordinance, since our current ordinance only allows us to impose a six month delay on demolition. We would like to develop an ordinance that has a longer delay, some guidelines in place to try to limit/control demolition by neglect, and guidelines to ensure that owners are obligated to work with us or with appropriate municipal departments to save historically significant structures. I am assuming that some of you have more comprehensive ordinances in place and we would much appreciate any guidance, suggestions and/or samples of ordinances you could share to assist us as we undertake this task.
