[MassHistPres] Alternative Delivery

The Hopkinton Historical Commission had publically bid the work required to restore the Aiken's Park Dry Laid Stone bridge over the Sudbury River. Unfortunately the bids came in over double the budget. It has been suggested that the qualifications and provisions in the bid documents and not the scope of work caused the bust in the budget due to the unique nature of the work. Are there any alternatives available to open bidding to procure the construction services for work that clearly can only be performed by a select few qualified contractors?

We have a structural engineer (Structures North) that prepared the original documents and could be considered a third party, if this would create impartiality in negotiations with a designated contractor?
