[MassHistPres] Application Fees

The Arlington Historic District Commissions do not charge any fees to applicants, the feeling being that such would discourage people from applying.  Our budget from Town Meeting covers our executive secretary’s modest compensation, legal ads, and mailing expenses. We typically have perhaps 50 applications per year requiring hearings, plus a fair number of Certificates of Non Applicability, issued for work in our districts which is judged not to be within our jurisdiction (e.g. not subject  to public view, like for like repairs, work at grade).

 

I cannot speak for the Historical Commission, which deals with demo delay and structures within the National Register Districts, but I believe that their policy is the same. Demo delay in our by-law includes change to more than 25% of any one façade.

Subject: [MassHistPres] question about hardship cases for appeals in demolition delay cases

 

The Westminster Historical Commission has been preparing its first Demolition Delay bylaw, and after several questions have been presented to us, we have certain questions that we need guidance on.  The first is this: what have other commissions established for quidelines on hardship cases for those who have appealed a decision by the Commission to not allow demolition?  Is a financial concern the most important?

We would appreciate any advice.   Thank you.
