In Weston, our building inspector (who is not known to be preservation *friendly*) has previously ruled that building and demo permits are not transferable. This has helped us several times to reset the demo delay clock and also helps to reduce the number of pre-sale demo applications.

As an aside, more than a year ago our Town Meeting approved an extension of our demo delay period from 6 to 12 months with almost no pushback. We were prepared for a big fight but we were able to show how carefully we used the delay and also how little protection our historic buildings really have.

I am hoping some of you on Historical Commissions might be able to help me. The Duxbury Historical Commission has put forth articles to change parts of its Demolition Delay Bylaw. One change is to make a finding by the commission non-transferable to a different owner/applicant, essentially requiring a new owner of a subject property to reinitiate the review process even if a demolition delay has already been imposed on the subject property and elapsed. Do any of your bylaws have similar provisions? Have you experienced push back from the community?
