The City of Newton adopted this provision in May 2016, with no regrets. The City undertook this action in response to realtors/sellers using the Newton Historical Commission (NHC) agenda as a marketing tool to " start the clock" on properties that were for sale. The NHC agendas are not much smaller but they at least include historic properties for which market speculation is not a factor. At least not initially. This ordinance change has made plenty of owners grumpy but so far not in a legal way.

I am hoping some of you on Historical Commissions might be able to help me. The Duxbury Historical Commission has put forth articles to change parts of its Demolition Delay Bylaw. One change is to make a finding by the commission non-transferable to a different owner/applicant, essentially requiring a new owner of a subject property to reinitiate the review process even if a demolition delay has already been imposed on the subject property and elapsed. Do any of your bylaws have similar provisions? Have you experienced push back from the community?
