[MassHistPres] replacement windows

In Dedham we approve replacement windows only to replace modern windows
that have failed, never when the removal of original historic building
fabric is involved. For the same reasons Dennis indicated, we recommend
window restoration + storms. This does sometimes cause hard feelings, but
we want to avoid setting a precedent that can be referenced by future
applicants. We are also trying to do a better job of educating realtors who
sell houses in the historic districts, as applicants sometimes say they
purchased their homes without fully understanding the oversight that would
be required.
