[MassHistPres] replacement windows

Follow the money...
The real rub here is that (at least a few years ago during a presentation
at the annual MHC conference that was in Lexington) I went to a
presentation on historic tax credits where it was stated that replacement
windows qualified for tax credits but rebuilding existing windows did NOT
qualify!
If that has changed I would love to hear about it. If not, then your answer
from the long time staff member at MHC needs to realize there are
additional factors at work effectively nullifying their answer...
