Follow the money - INDEED!
Mass Save will give no interest loans for replacement windows and NOT for repairs:

As long as Tax Credits and programs like this one do not cover repair of historic windows, the window replacement lobbyists will
continue to win the argument with consumers.

> What a lively discussion! In Boston most of the window replacement applications we see are for the replacement of failing replacement windows. ORIGINAL WINDOWS MUST BE PRESERVED! When we receive applications to replace original wood windows we ask for documentation that the windows are deteriorated beyond repair. This sometimes requires a site visit by staff to look at the windows first-hand to determine condition. 99% of the time it is determined that the windows can be repaired and replacement is denied.

We are deciding as they come to us on a case by case basis, and its difficult for everyone involved. The applicant has no idea what we will accept, our only guideline is we prefer wooden windows and repairing existing windows. But that is not what need to know, since for the most part they want to switch to modern materials etc. they do not want the wood windows.
