[MassHistPres] CPC funds for a Historic preservation plan

Ms. Urbano:

 

Please find below an opinion I received from the Department of Revenue on a more narrow issue.  CPA Historic Projects, as I understand it, must deal with historic assets, not plans. CPA administrative funds, however, are treated somewhat differently.  I’d suggest running the opinion by town counsel.

 

CPA administrative funds may be used for inventories, feasibility studies, need assessments or plans that provide the CPC with information about possible CPA uses, i.e., provide the CPC with information about existing community preservation assets, evaluate potential eligible projects and make informed recommendations to town meeting. The subject matter of these studies must be assets and projects that may be funded with community preservation fund monies under G.L. c. 44B, s. 5(b)(2).  Accordingly, using CPA funds to advocate for the placement of the Town’s historic assets into state and federal registers of historic places would not be consistent with the purpose of the statute.

      has anyone knowledge of CPC funds being used for a Historic preservation plan to be included in the local comprehensive plan.  wondering what the going rate is to have one prepared and what highlights would be included?
