[MassHistPres] Demolition Delay Ownership

Hello,
In Weston, our Zoning enforcement officer has ruled that the Demo Delay is extinguished by change of ownership. Just the same as a building permit would. New owners must reapply and the clock would again start ticking.
BTW, our DD was extended a few years ago from 6 month to 12.

Looking for some clarification, as our ordinance does not address this issue.
Is a demolition delay determination of preferably preserved attached to the building/property or the owner?
For instance, if an owner comes before the commission, and is given a 12 month delay, and in that 12 months the home is sold to a new home owner, does the demolition determination transfer over to the new owner? Or, would the new owner have to come back before the commission and re apply?
