[MassHistPres] Demolition Delay Ownership

Our bylaw in Reading was also silent on this issue.  In order to address it, we put language in our rules & regulations stating that a demolition delay decision runs and applies only to the individual owner who originally applied for the permit that was the subject of that demo delay hearing.  Further, that any demo delay decision or period is not transferable, and any subsequent owner intending to demolish a structure must first repeat the demo delay process before proceeding further.
