[MassHistPres] Demolition Delay Ownership

Currently in the Town of Chatham, the demolition delay determination runs with the land.  The Historical Commission is proposing to amend the Historic Preservation Chapter of the General Bylaw to require the delay  to run with the owner.  The Commission is seeing a fair amount of applications come before them for the purpose of "starting the clock" and therefore circumventing the Commissions ability to work with the owner to find alternatives to the demolition.
