A local church made the mistake 20 years ago of coating the wooden exterior
with encapsulating paint (www.SAFEencasement.com). Now the coating is
shrinking, peeling, and bubbling.

Does anyone have advice on removing this type of type of encapsulant and
preparing the surface for proper painting?
