[MassHistPres] Demo Delay

In Bolton we have a Demolition Permit application requirement that we be
allowed to photograph the structure to be demolished. This allows us
both to record the structure (interior and exterior) for posterity and
the opportunity to do a physical inspection. We usually do this onsite
work before meeting to address the application. We consult with the
Building Inspector as necessary. This has worked very well and I don't
see that anything would be gained by mandating additional BI action.
We have found that there is no substitute for Historical Commission
first hand inspection.
