[MassHistPres] Demo Delay

I agree with Bob Busch. Andover does something similar. We schedule a site visit to take exterior-interior photographs for the record and to determine the building’s condition prior to holding the required advertised public hearing. In some cases, the Building Inspector comes at our request. We always notify him of all site visits. This approach has worked well for a very long time.

Subject: Re: [MassHistPres] Demo Delay
In Bolton we have a Demolition Permit application requirement that we be allowed to photograph the structure to be demolished. This allows us both to record the structure (interior and exterior) for posterity and the opportunity to do a physical inspection. We usually do this onsite work before meeting to address the application. We consult with the Building Inspector as necessary. This has worked very well and I don't see that anything would be gained by mandating additional BI action.
We have found that there is no substitute for Historical Commission first hand inspection.

Hamilton is looking to update their procedure for demo delay review. A question has arisen about whether the Commission can require/ask the Building Inspector to make an assessment of a building’s condition, especially when an assessment has been submitted by the applicant which may be suspect. Do any other towns have experience with this? Does that process need to be embedded in the bylaw?
Thank you… Eric
