The Winchester Historical Commission began a policy several years ago of hiring a consultant to complete a Mass Historical Commission inventory form (form b) in preparation for most hearings. This is funded by an application fee for all building permits involving demolition, a measure that was passed by the town’s Select Board. The funds are kept in a revolving fund controlled by the commission. Certain projects may also fall under MGL ch 44, section 53g, which allows permit granting authorities to impose reasonable fees under local by-laws to fund studies of (in this case) cultural resources under threat of demolition or other adverse impacts.
This level of documentation has been very informative and helpful to the commission in its deliberations and has the advantage of properly documenting important historic properties that may be lost.

Hamilton is looking to update their procedure for demo delay review. A question has arisen about whether the Commission can require/ask the Building Inspector to make an assessment of a building’s condition, especially when an assessment has been submitted by the applicant which may be suspect. Do any other towns have experience with this? Does that process need to be embedded in the bylaw?
