[MassHistPres] CPA oversight

The Town of Hopkinton has awarded a $400,000 Historic preservation CPA (Community Preservation award) to a non-profit leasing town property. The non-profit initially engaged a historic preservation architect to document the work to be done on the property and by doing so, gained the endorsement of the Historical Commission, but now that the award has town approval they have substituted architects to one that the Historical Commission has been critical of in the past for not being historically sensitive.
Initially the Historical Commission expected to have oversight of the work but we are being told that the use of CPA funds on town owned property needs to have the oversight of a third party. Does anyone have experience they can share about governance of CPA expenditures with a non-profit that leases town property to be improved with the CPA funds?
