[MassHistPres] CPA oversight

No matter who is having oversight or which architects are involved, the CPA
requires that Historic Preservation Funds be used in accordance with
the *Secretary
of Interior's Standards for the Treatment of Historic Properties*.
Definitely get that fact and the standards out in front of the CPC, the
project proponents and the public!
