Mike,

The terms of the Grant Agreement should spell out the performance and 
milestones of the project.

Included should be the Sec. of Interior Standards mentioned below, as 
well as any other requirements of the Historical Commission. The Grant 
Agreement should also specify who will be responsible for determining 
that the various phases of the project are completed satisfactorily as 
to design specifications. (The Building Inspector of the community or an 
outside Inspection Service.)
