Thanks to you and others for your response. We will have the Historical Society in town hold the Historic Preservation Restriction on the Terry property. As a third party, unaffiliated with town government they are eligible to provide oversight of the HPR.
The only unanswered question is what are the mechanics for distribution of CPA monies to the contractor hired to do the work and at what point does the Historical Commission provide oversight of the project or funds distributed?
Any examples of this last issue would be appreciated.

No matter who is having oversight or which architects are involved, the CPA requires that Historic Preservation Funds be used in accordance with the Secretary of Interior's Standards for the Treatment of Historic Properties. Definitely get that fact and the standards out in front of the CPC, the project proponents and the public!

The Town of Hopkinton has awarded a $400,000 Historic preservation CPA (Community Preservation award) to a non-profit leasing town property. The non-profit initially engaged a historic preservation architect to document the work to be done on the property and by doing so, gained the endorsement of the Historical Commission, but now that the award has town approval they have substituted architects to one that the Historical Commission has been critical of in the past for not being historically sensitive.
