[MassHistPres] Demolition Delay - Age of buildings

in Chelmsford we have a 12 month demolition delay on buildings 75 years and
older. We have had some discussion regarding going to 18 months with
differing opinions on the effectiveness of that change.
We find that the determined people/companies look at the delay as a bump in
the road.
I would be interested if any other towns/cities have any tools to make it
harder for folks to just wait out the delay period.
