[MassHistPres] Demolition Delay - Age of buildings

We haven’t proposed any changes as of yet, but I will be suggesting once a structure is sent to the Historic Commission they should make a determination that the building reflects some distinctive features of the architectural, cultural, economic, political or social history of the Town.  Not it is just old. Multiple permits for the same building are sent to historic and they always want to review the design but have no design standards as to what historic buildings should look like. Applicants have no guidelines they cannot predict what the Historic Commission is looking for. Many times when a building is completely demolished the Board will condition the approval on the review of the design of the new building. We have no historic districts, how is this a demo delay they have no design review authority it’s a Board that is operating out of their lane.

In Newton, our current demolition delay ordinance applies to buildings 50 years old or older.  There is discussion of changing that, with several proposals on the table.

I would be interested to learn of the experience of other towns and cities, if there have been recent changes in your ordinance, and what you have found to be the most effective for preservation.
