[MassHistPres] bylaw for hist commissions

In Medford, we have by-laws.  So, I think, do the vast majority of cities
and towns with any Local Historic Districts.  The specify:

*   Which areas are designated Local Historic Districts, and
*   Which visible architectural features are NOT subject to review, e.g.
paint color.

That's pretty much it.  Creation and modifications to the by-laws need to
be approved by the City Solicitor and City Council.
